In early spring of 2012, Mark Walters and Ruth Katzin decided to form a concert band. And so, the Southwest Civic Winds began to take shape. Working together, they contacted people in their community and reached out to other communities in the Four Corners area. The result of that effort was a 57-member band composed of brass, woodwind, and percussion players. In March of that same year the band played as an ensemble for the first time.  After four practices and eight hours of group rehearsals the band's first concert was held at the Community Concert hall at Fort Lewis College.

 The Southwest Civic Winds conductor, Mark A. Walters, has served as the Director of Bands at Fort Lewis College since 1996. Before coming to Fort Lewis College, he had an extensive career in public school instrumental music programs.
